Despite its title, this film appears to show the proclamation of King Edward VII, successor to Queen Victoria - the cheers suggesting the celebration of the new King's accession to the throne. The two announcements of the death of Queen and the accession of the new King would have occurred almost simultaneously, in an unofficial variant on "The king is dead, long live the king."
