Overview
Viscount Leverhulme opens the new Ellesmere Port central library on 5th May 1962. Civic dignitaries and other guests look round the building and listen to speeches, before enjoying lunch at the Civic Hall. The film concludes with exterior shots of the building, and a closer view of books on the library shelves.
