A young US Navy sailor, Johnny Drake, is on shore leave in a small seaside town. While exploring the boardwalk, he meets Mora, a mysterious woman who performs as a mermaid in a sideshow attraction. As Johnny gets closer to Mora and learns of her tragic past, he begins to question whether she might be a mythical siren luring men to their doom or merely a troubled soul.
