Mysterious passengers bound for who knows where

There's not much we know about this early film, which has long been impossible to see. A helpfully positioned sign tells us we're in Seeburg. But which Seeburg? There are three in Germany, and another near Lucerne, in Switzerland, and each of them, naturally, has a stretch of water to call its own. It's an attractively shot bit of footage, though some of these pleasure-cruisers (if that's what they are) don't seem to be having that much fun...
