Overview

A case of startling bureaucratic failings as a new tunnel under the River Tyne gets ignored by lorry drivers for a quicker, easier and cheaper route through the town centres it was meant to by-pass. Those who have to live with the incessant heavy traffic give vent to their incredulity and anger at the incompetence of those responsible for traffic management.

This is the filmed element of an edition of the Tyne Tees Television programme 'Access', which would involve a discussion of the film. Access was one of the first television programmes, in 1973, to give an opportunity to local people to make their own films, with professional help. The Head of the Tyne Tees Features Department, Leslie Barrett, said in 1973: The feeling is growing in Britain that the ordinary citizen should have more and easier access to the mass media.
